What trade licence means

Also called: Business licence, Economic licence, Commercial licence.

A trade licence is the permission a UAE licensing authority gives a business to carry out named activities from a named location. On the mainland it is issued by the economic department of the emirate, such as the Department of Economy and Tourism in Dubai. In a free zone it is issued by the free zone authority. The Ministry of Economy and Tourism lists six main licence types: commercial, professional, industrial, tourism, agricultural and occupational, covering more than 2,000 listed activities.

The Commercial Companies Law requires a company to obtain every approval and licence its activity needs before it starts trading. The licence is also a tax document. The Corporate Tax Law defines a Licence as the document under which a Business is conducted in the State, and the Federal Tax Authority used licence issue dates to set the registration deadlines for businesses that existed before March 2024.

For an SME, the licence is the first document a bank, an auditor or a tax inspector reads alongside the books. Keeping the licensed activities in line with what the business actually sells, and keeping the licence current, is basic compliance hygiene.

How it works

Worked example

A Dubai trading company with a commercial licence was incorporated in March 2026 but applied for Corporate Tax registration after the three month deadline. Its revenue is above the Small Business Relief limit and its taxable income for the first year is AED 600,000.

The incorporation and licence dates start the registration clock, and missing it adds a fixed AED 10,000 to the year's tax cost.

Frequently asked questions

Does a freelancer or sole trader with a licence always have to register for Corporate Tax?

No. Under Cabinet Decision No. 49 of 2023, a natural person's business is subject to Corporate Tax only when total turnover from business activities exceeds AED 1,000,000 in a Gregorian calendar year. Registration is then due by 31 March of the following year.

Is a free zone licence a trade licence?

Yes. It is the document under which the business may operate, but it is issued by the free zone authority under that zone's rules, and selling into the mainland market is regulated separately.
